How do i start a message board?

i want to start a message board. want it to be designed by a professional. also, i want total control over it–i.e., i don’t want the host of the board to be able to shut it down. any advice on how to accomplish my objective, who to use to design it, etc., would be greatly appreciated.
 
I’ve been thinking of this, too, for a while. Looking into those good ol’ reliable PhBB boards, though. Nothing too elaborate.
