People like to act like their own thoughts is God’s, especially when it’s in their own interests

There’s the rub. In my experience, when God’s thoughts/words come to me it is never in my own interest. Many times God has put a thought into my head that I didn’t agree with or want to do. If that is the case, then I know it comes from God. So when you hear from God, yes it is usually in thoughts. How to discern whether it is your thoughts or Gods? Start by following those thoughts you don’t want to do or have a problem with. See what happens from there. If your life gains peace, then you will slowly be able to discern God’s planted thoughts in your brain from your own thoughts.

But then people will say, what about Satan’s thoughts to do something you don’t want to do. Well if you follow those thoughts you will never gain peace in your life so you can be assured where those thoughts came from.

Catechism 1777 (excerpt): “When he listens to his conscience, the prudent man can hear God speaking.”
This seems to suggest that God’s voice is constantly there. Your conscience is really God speaking.
I suppose this makes sense. If you are faithful and virtuous, you are far more likely to do ‘Godly’ actions. When you are led into sin, the voice saying “no, don’t do this” is, in effect, God’s voice, even though it is really your own mind/brain reasoning through the problem.

There’s really no answer to this. You believe it or you don’t.
Either God spoke to you, or you followed your conscience. It can be one or the other, or both.

Yes, the conscience is not always developed. Catechism

1794 A good and pure conscience is enlightened by true faith, for charity proceeds at the same time "from a pure heart and a good conscience and sincere faith."60

The more a correct conscience prevails, the more do persons and groups turn aside from blind choice and try to be guided by objective standards of moral conduct.61

…did you read that correctly?

God is speaking to us; when we determine to follow a thought that is based on unrighteousness we are actually silencing God’s Voice that Commands us to do righteousness. We follow the dictates of our conscience; yet, we only Obey God when our the dictates are conductive to righteousness.

This is why when people claim to be following their conscience and yet they are committed to an unrighteous act they are really only doing their will and ignoring/fighting God’s.
