How does a church get elevated to a shrine?

Does anybody know how a church is elevated to a shrine? And can lay people build a shrine? Is there a difference in the liturgy of a shrine? More latin? More Gregorian chant? Stricter adherence to Vatican II’s guidelines of how the mass is celebrated?

The local Bishop can declare a site to be a Shrine. To be a ‘National Shrine’ requires a declaration by the USCCB (US Council of Catholic Bishops) in addition to approval by the local Ordinary.

There is no practical difference in the Mass said at a Shrine vs. a parish church. Both must adhere to the same GIRM.

Shrines are generally places of pilgrimage and thus can affect certain indulgences that are not applicable at a parish church.

Here is the relevant Canon

"The term shrine signifies a church or other sacred place to which the faithful make pilgrimages for a particular pious reason with the approval of the local ordinary.

At shrines more abundant means of salvation are to be provided for the faithful; the Word of God is to be carefully proclaimed; liturgical life is to be appropriately fostered especially through the celebration of the Eucharist and penance; and approved forms of popular piety are to be cultivated."
