How? I know there’s a ceremony (which I’d also like to learn about) but I’m more interested in the process leading up to the ceremony.

Like, does the priest say “hey, I wanna be a bishop”? What’s he gotta do?

In short, the priest does nothing. There is no “career track” that guarantees a priest becomes a Bishop.

If I remember correctly, the priest is nominated by his Bishop to the Holy Father.

the bishop’s conference of each country proposes names of prospective bishops to the Vatican, the pope approves and names them bishops. they then are ordained by other bishops, and assigned to their new post. I practical terms local bishops submit names of senior priests who should be considered.

The fullness of ordination is that to the episcopacy (bishop); priests share in that grace through their priestly ordination.
