How does one address an ex-priest?

Father O’Brien has been laicized. Should I now address him as Mister O’Brien? Or since he still has the indelible mark of a priest and is able to give absolution in time of emergency when someone is dying in a car accident, should he be addressed as Father O’Brien?
 
Address him as “Mister O’Brien” (or by another non-priestly title, such as “Doctor” if he has a Ph.D.). Yes, O’Brien is “a priest forever” in the sense to which you refer, but in the here and now we should not confuse those people who may not know that O’Brien no longer has the right to act as a priest in most circumstances.
