Just curious do you have a body like the Magesterium or individual countries/parishes or individual people decide their own doctrine? How does it work?
Ambiguously. One example is part of the Eucharistic summons – “Feed on Him in your hearts in faith with thanksgiving”. That can be interpreted to satisfy both those who believe in Transubstantiation, and those who lean more toward the symbolic.
In independent or non-denominational churches they generally have a “doctrinal statement”. The origins of which might come from whatever college the Pastor went to or the church affiliates with. Changes might be made by the local church.
I have a good mate who uses that phrase A LOT! He is well versed on history and Catholic theology. He uses it on Protestants, Orthodox, atheists and his pet peeve Catholics who in his estimation are talking hogwash promoted as Catholic doctrine. They all ask him what it means, he promptly translates and more often than not it devolves into huge loud arguments. One almost turned physical.
I overheard another parishioner telling him “you have a taste for living dangerously my friend” to which he replied “better than living a lie and being too cowardly or pc to correct wrong interpretations”.
