How is a new bishop named?

I live in the Diocese of Youngstown Ohio. Our Bishop: Thomas J. Tobin is being reassigned to the diocese of Providence R.I. beginning in the End of May. We are very sad to see him go. Does anyone know how a “replacement” bishop is named. Bishop Tobin when he came to our diocese came from Pittsburgh, will the new Pope promote someone already in our diocese? or do they usually bring in someone from outside the diocese? I ask for your prayers that we get a good bishop like we just had. Thank you and God bless.
 
Sometimes it depends on the needs of your diocese. Years ago we had a real need to get our diocese’s financial situation in order. The Pope appointed a bishop from another diocese that was very sharp as regards to finances. In a year or two, all was in order and the diocese has done really well financially under this bishop.

I wrote a letter about the recent vacancy to the Apostolic Nuncio. I received no reply, but my concern was addressed far better than I could have imagined.

I guess you’re supposed to be able to write to Rome, also. I think it’s the Congregation for Bishops. I don’t know the exact details of writing them.

The Lord, of course, still accepts knee mail.
 
Periodically, canvasses are taken from the bishops and other advisors to identify men who might make good bishops. when there is a vacancy, the Congregation for Bishops (along with the papal nuncio for a country) examine what is needed in a particular diocese and try to figure out who the best fit would be. Eventually, recommendations are made to the pope and he appoints someone. Certainly, it is possible that a local priest could rise to be bishop. Or they might bring a priest or bishop from somewhere else in.
