How can he claim it? It’s called lying.

I can’t believe how misleading the web page is. Usually, the rent a priests I’ve seen ads for dont try so hard to make you believe they are real RC preists in good standing.

Do you think the diocese cares about this? Impersonating a Roman Catholic Priest?

Quite clearly this man is a liar. He is offering to provide what he should not, if he were a genuine Catholic priest, be offering: marriages for divorcees with no annulment; joint marriages with a rabbi. I also wonder why, as a priest, in his photo he is dressed like a cardinal.

I am personally acquainted with a divorced Catholic, who remarried at her parish church without a formal annulment.
The pastor used a process called the Internal Forum Solution instead of an annulment to make her eligible for remarriage.

And this is not valid. The Internal Forum can be used in very rare cases, but this has to be approved by the Diocesan Tribunal. No priest can use this on his own.

He may be validly ordained priest, but has no jurisdiction, so the marriages witnessed by him are invalid. Not everything is true what one can read in the net.

Recourse to the internal forum was popular some years back. Some continue to use it, but I recall seeing a statement from the Vatican. It essentially said the a marriage is created in the external forum and any judgement on its validity must, therefore, be conducted in the external forum. Sorry, I can’t remember where I saw that or which office issued it. I think it may have been directed particularly at the German dioceses.
