How many persons required to be present for adoration?

Our parish recently had a retreat with Eucharistic Adoration. Due to understaffing, the priest said that it was permissible that only one person would be present in the Adoration Chapel at certain times. There were times for up to an hour where only one person was present. I didn’t think this was permissible. If this was an abuse, where can I find the documents to present to the pastor to show the proper protocol?

It was not an abuse.

Eucharistiae Sacramentum:
  1. …The form of adoration in which one or two members of the community take turns before the blessed sacrament is also to be maintained and is highly commended.
Redemptionis Sacramentum:
[138.] Still, the Most Holy Sacrament, when exposed, must never be left unattended even for the briefest space of time. It should therefore be arranged that at least some of the faithful always be present at fixed times, even if they take alternating turns.
While two persons present is obviously better than one, it is acceptable to have only one person present during exposition.
