The link below from EWTN says that a Priest may celebrate Mass three times per Sunday or other holy day of obligation, and twice per day on other days.

I know of a Priest who typically celebrates FOUR Masses every Sunday, and THREE every Tuesday. He typically celebrates AT LEAST 17 Masses per week.
He is the Pastor of a Parish(Novus Ordo, not Tridentine), and he is known for being faithful to the rubrics.
Is it possible that this Priest has receive a dispensation to celebrate so many Masses?
