How to get a communion service started in my local church?

Priests should be saying Mass Daily whether there is a Congregation or not…

Yes there is no ‘obligation’ to do so, but it is greatly beneficial to a Priest’s life because of all the graces he will receive. Such a practice will obviously contribute to a Priest’s holiness.

What else is a Priest doing that will stop him from offering Mass Daily?
 
I am under the impression that a priest MUST offer Holy Mass every day, no matter what- even if there is no congregation. Maybe this is a “pre Vatican II thing”

No. Not before, not after, always highly commended, never required except for certain days like Sundays and Holy days within the rules set by the Ordinary. Before the 1917 Code, there was theological speculation on how many days a priest could go without saying Mass: whether it was because he was lazy or very pious, and so on. But it also depended on the priest: for example, pastors had the obligation of celebrating a parochial Mass for the parishioners on Sundays and Holy Days. In monasteries and the like there had to be a daily conventual Mass at which all had to attend.
 
Please keep in mind that every priest is entitled, by Law, to one day off per week. Many priests choose not to celebrate Mass for the faithful on their day off. That is their right under the Law. Others choose to celebrate Mass for the faithful on their day off. While this is commendable, it is not required of them.

While priests have chosen to dedicate their lives to God and the service of His people, they are also human beings who need time to recreate.

At our parish, if we have only one priest, a retired priest comes in to say Mass on his (the working priest’s) day off.
 
There are areas where there simply aren’t enough priests available for that to happen. My pastor’s day off is Monday. We don’t have daily Mass on Monday. There are no other priests available to cover for him.

Conversely, in the parish I grew up in, Father says Mass every day except for Saturday morning. He says Mass on his day off and then goes about his recreation for the day. If he cannot say Mass, there are enough priests retired in the area that he has one of them cover for him. When Father takes a vacation, either a retired priest or a substitute from the Diocese comes in and says daily Mass.

This particular priest was temporarily incapacitated by a terrible car wreck. Mass was offered every day by someone, as one of Father’s priest-friends took leave of absence from his post in the Diocesesan hirearchy to cover for him. Father was back in the Sanctuary saying Mass for his parishioners the first day that his doctors would let him vest.

In the 31 years that this man has been the pastor of this particular parish, the faithful have probably been without daily Mass for maybe 10 total days (not counting Saturdays).
