How to I respond to this group of Anglicans?

Roman Communion is a good phrase. I tend often to think of Rome as a rather large Diocese, because often her bishops seem more like Papal delegates than apostolic successors. With there only being one bona fide Bishop in the old fashioned sense, the Bishop of Rome.
Oddly enough, I’ve occasionally had the same sort of thought. One Ordinary, with several thousand assistant bishops. Just a passing fancy.

So even though Eastern Catholics are in communion with Rome, they are not Roman Catholic? 🤷
It completely depends on semantics and point of view. Some ECs will deny being Roman Catholics and some will embrace the term. Some outsiders will use “Roman Catholic” to refer to 23 Churches and some to one Rite in the Latin Church. It is a term with no solid definition and variable official usage, so you will never have a definitive answer to your questions, I am sorry but that is how language works sometimes.
