Do guys ever ask a girl out because they want to be friends?

I have asked women out to enjoy something together with no romantic (or lustful) intentions at all. And accepted invitations from women with the same understanding. So yes, it can happen, even if it is rare among the general population. The key is to set expectations before the event, not during or after.

Just politely say, “Thanks for asking, but I’d rather not”. You don’t have to explain why or justify your response. No need to be rude to him when you see him, just be polite and respectful, and leave it at that.
