I don't understand Purgatory. Can you help?

As a practising Catholic I came across a book which said that if the Pope holds the keys to the kingdom of heaven and can “bind” on earth and “bind” in heaven why does he not release all those souls held in purgatory and release them into heaven and similarly allow all those on earth to go to heaven?

In all charity this seems a good idea to me?
