I said above, I think, that it is my MIL’s house. She and my FIL own it. We just live here with my husbands little brother.

Well, that’s one thing that you don’t have to worry about. However, I think you might still be able to get into trouble, depending on your circumstances and local laws. I didn’t see where you said your MIL owned the house. I just read that you lived with her. That could mean that you own the house, you all own the house, or you are renting the house together.

This, even if it is not directed at a specific kid, it still will have a negative effect on others. Other kids will learn to be cruel or just secretly feel like guilty by standers.

It is abusive to subject a child to witnessing the abuse of another person, even if he or she believe she will not be subject to similar abuse. It will either traumatize the child or harden the child’s heart to have to watch that, and both are very bad.
