I have a question related somewhat to the recent scandals

I am going to challenge the assumption that they were living in sin when they did it. I believe that it is a timeless state, and as such the priests could see who the criminals were going to be. Would they not have gone in the dirt to save the flock then? Seeing the difference between right and wrong, would they not be better people for it? I am operating under the argument that God rules over both heaven and hell, and that sometimes you just cant have people helped enough to have them to the right thing. They have to be hurt.
 
Since the sacraments are gifts from Christ, administered through His Church, they are not based on the merit of the minister (rather they come from the merits of Christ).
