If I see a beautiful girl, what am I supposed to do with that feeling, my desire, and my energy? Why did God give me these desires?

“Could she be the Mother of my children?”

“Am I in a position to start dating and marry?”

Continue to walk straight into the lamppost you didn’t see, and bounce off of it… and if she’s not laughing too violently ask her for her name (while you’re assessing your injuries)! You might find a somebody worth keeping 😛 !

You’re a man, and there are women out there! 50+ times a day you’ll see a “Wow, she’s cute”!

Just keep it at that… don’t dwell.

God gives us these desires, however says to control them until they are appropriate to act on them. (Marriage)
 
I think it’s something you just get used to. Just tell yourself to be calm, it’s just another person (that whole beauty and attraction business really depends on your later interaction/conversation). Really it’s that personhood that counts, not the first impression or first appearance.

I’ve also begun to realize that it’s okay to acknowledge another person’s beauty or attractiveness, male and female. There is an aesthetic dimension to the human body generally. But don’t get yourself further hot and bothered with it.
 
Don’t stare.

If you feel the thoughts aren’t pure, look away. Don’t dwell on them.

If you get the opportunity to talk to her, look her in the eyes. Don’t creep her out by staring at other parts, 😊
 
God gave us energies of this sort, but they can easily go out of bounds because of original sin. According to the traditional view of Catholicism, the seminal fall of our first parents threw a monkey wrench into things, so that too there are earthquakes and cancer. God did not create such things, but man himself is responsible for such things. Because of this, outside of marriage, there can be more sin following on the first one.

Get a copy of “Theology of the body”. It will answer all of your questions and be a great help. Also there is a pamplet called “Pure manhood” written for teens and young adults. It also is a great help.
