but my question is, can he tell me “I will not forgive you, becuase i don’t believe you are trying”. I have been kinda reluctant to go to confession because I feel like he is tired of hearing it.
also, i don’t think he’s asking us to predict his confessor’s course of action:
Please don’t ask us on this forum to second guess your confessor. This is not a topic for public discussion. What happens in the confessional stays in the confessional. You either take the guidance of the priest or you reject it. Make up your mind, but don’t ask us to justify your decision. he is giving you spiritual direction. If you reject it, you need to ask yourself why, not to shop around for a priest who tells you what you want to hear.
i think he’s just asking a theoretical question but with great consequences

your priest “can” refuse you absolution
(whosoever’s sin you forgive, they are forgiven; whosoever’s you retain, they are retained- gospel of john)
i say this coz this has happened to me
if the priest truly believes that you are not sincere in your contrition
in my case, subconsciously, confession became a dumping ground for me whee i went before recieving communion and then promptly returned to sin after mass
however, priests , in general, are probably very hesitant to do this because of two reasons-
1)they may be wrong and the person may have real contrition
2)the person who is refused absolution may walk away and never return to the church thus giving up on god and himself completely
as far as you are concerned

never forget that it is a sacrament, and it is your duty to be go regularly to confession and be perfectly honest.
also, talk to your priest/ spiritual director about your weakness in that particular area and ha will surely help you
