If a Catholic marries a non-baptized person, can the sacrament be received during a Mass?

My daughter is engaged to a non-baptised young man. He has done research on the requirements for them to be married in the Catholic Church, and said that the sacrament of Matrimony can be conferred during a Mass if two Catholics are getting married, or if a Catholic is marrying a baptized non-Catholic, but not if a Catholic is marrying a non-Christian. Is that correct, that the couple cannot have the ceremony during a Mass if one party is not baptized?
