If a person's wife takes birth control pills, how culpable is the husband if he has sex?

The birth control pill, patch, implant, shot… are abortifacients - period.

The hormones in this that “control’s birth” is an abortifacient.

Does it always act as an abortifcient? No

The first line of “defense” against life - is to cause the woman not to ovulate. Without ovulation, no egg is released.

The second line of “defense” against life - is to change the mucus of the woman. This will change the ability of the sperm to reach the egg as easily, once Defense #1 did not work and the woman ovulates - releasing an egg.

The third line of “defense” against life - is to change the lining of the uterus, to make the uterus hostile to the fertilized egg, to make the uterus unable to nourish the newly formed human life.

This is a misrepresentation of what actually occurs. If you believe the above is true, then you must also be against having marital relations during the infertile period, as the exact same events would occur if breakthrough ovulation occurred.

What is normally referred to as “the pill” simply suppresses ovulation. When ovulation is not occurring, the body in not in a state favorable to pregnancy. That is true whether one is taking “the pill” or not. It is true that advertiser’s may note this fact, but it doesn’t mean that the pill is targeting the fertilized egg; it’s simply taking “advantage” of what naturally occurs during a woman’s cycle.

“The Pill” should be differentiated from various other forms of birth control. There are various other pill/medication that are designed specifically to make the uterus unfavorable after the fact. This could be classified as an abortion, or at least intent to cause abortion, since the intent is expel a fertilized egg.
 
Everyone can argue about the pills mechanisms or if a spouse is culpable. But just speaking as a married faithful Catholic Husband. If my wife took the pill I could not even preform. The two things she would be saying to me are I don’t want to unify with you and have a baby. And I am taking something that could damage a child of ours to the point of death.

So, I have no idea about culpability. But I would not “embrace” a person who said those things to me. I couldn’t even if I wanted to.

Well, that of course is a legitimate concern, but in that case the question would be academic in your hypothetical.
