It depends on what views of the Church to which you are referring. Those matters of doctrine and morals that have been taught by the Church from the beginning do not change. Our understanding of them may develop, but the basic teaching stays the same. If you are referring to customs or disciplines, those are not part of divine revelation and so may change as human needs warrant it and proper ecclesial authority sanctions it.
