If God sends His enemies to hell, why do we have to love our enemies?

Why does Jesus say love your enemies, but God sends his enemies to hell? When I say “enemies” I mean people who didn’t worship him or believe in him or sinned a lot.
 
God does not send people to hell, He permits them to make that choice. Jesus did indeed love his enemies, he prayed for them (Luke 23:34).

Catechism of the Catholic Church:
1033 We cannot be united with God unless we freely choose to love him. But we cannot love God if we sin gravely against him, against our neighbor or against ourselves: “He who does not love remains in death. Anyone who hates his brother is a murderer, and you know that no murderer has eternal life abiding in him.” Our Lord warns us that we shall be separated from him if we fail to meet the serious needs of the poor and the little ones who are his brethren. To die in mortal sin without repenting and accepting God’s merciful love means remaining separated from him for ever by our own free choice. This state of definitive self-exclusion from communion with God and the blessed is called “hell.”

God offers His “enemies” mercy and forgiveness if they would only turn to Him and accept it. God wants all to be saved (2 Pet 3:9). We face the choice through our choices and actions whether to be with God forever or be without Him forever (Deut 30:15-20).
