No, I think if it’s the only Office the person says, and it is said early in the morning, the Invitatory should be said. The invitatory “invites” one to the whole day of prayer, and for some, that’s only the OOR. A bit unusual to be sure, from my perspective, if I were limited in my time to say Offices, I’d probably opt for Lauds and Vespers because they are the hinge hours and also make nice transition points from leaving the family to go to to work and consecrating the work day, and also for leaving the worries of work behind to concentrate on family.
However the OOR is a rich treasury and I can understand if someone with limited time elects to say that Office for that very reason.
