This is incorrect. No absolution for mortal sins, no receiving communion. What you say is very bad counsel and could cost someone their soul.
You are right. Now, the person may have been forgiven, that is God’s judgement. But, in my not so humble opinion, to receive communion is at best a very rude thing to do before such a good and merciful God. It certainly would not be an act of humility.

I don’t believe there is never a grave reason to receive Communion, especially when the state of your soul is questionable. The only time I can think of, is to prevent a desecration from occuring.
The Church judges that there* could* be - but that an “exception” and there are yes very particular criteria.

Normally one is* not *to ever receive if one has committed a mortal sin -not matter how contrite one is - until one goes to confession and is absolved.

God forgives you no matter what. Reconciliation with a priest is so that you can forgive yourself, be reconciled to others, and be guided on a better path.

No, not quite. Confession is very much for our forgiveness. God does not forgive us no matter what, otherwise, it wouldn’t matter if we sinned. Confession is also a reconciliation with the church, it definitely has psychological benefit, it allows us to forgive ourselves for hurting others, it puts us on a better path, yes, all these things, but it definitely provides God’s forgiveness as well, which of all these things, is probably the most important.

OP:

In ordinary circumstances–read: all but dire circumstances–yes, confession (or intent to confess, which is not, “I will confess in December during the penance service with that traveling priest I like who has a soothing confession voice,” but more like, “I will confess as soon I can”) is required.
