What Safe Harbor means is that those who understand the law are required to abide by it. Even though Jt_7eRT reuploads the same infringing material a few weeks later. That way, such companies avoid getting sued. They are in a Safe Harbor because they didn’t know a TV show/self-produced video by a large or small company is on their site.
