Anybody know any good books describing the circumstances surrounding the promulgation of these two dogmas? I believe the first was promulgated at Vatican I, correct? Any good books on Vatican I? I don’t have any idea under what circumstances the second was promulgated.

P.S.: Somebody once told me that there were 3 occasions on which the Pope declared something infallibly – the above being two of them. What was the third? Transubstantiation? Something else?

Sorry, I got nothing about the circumstances of said promulgations, but I must tell you that there have been quite a few more infallible statements and any attempt to count them would quite literally require a whole host of threads. Also, transubstantiation, I believe was gradually defined through various councils, not through a statement ex cathedra.
Papal Infalability.
No, that was through Vatican I.
 
There’s no official list of ex cathedra statements. People who say “There have been X number of ex cathedra statements” are simply expressing their own opinion.
 
My college professor at Franciscan, Dr. Regis Martin (who has been on CAL before), said the Pope has used infallibility “arguably” twice. So it is not defined how many times he has exercised this charism. The Immaculate Conception and Assumption are those occasions.

While I have not read it, I have thumbed through it and heard good things about “Our Lady and the Church” by Fr. Hugo Rahner if you are interested in some of the development of these two doctrines.

I don’t know about any books, but this might get you started.
