In the USA, this is our Patronal Feast Day, it is a holy day regardless if it has to be move to a different day or not. Please correct me if I am wrong.
It is a solemnity but having been moved to a Monday (it cannot outrank a Sunday in Advent) it is not a day of obligation in the USA.

The feast is transfered to Monday, the obligation is not transfered.
 
In the EF, the Mass of the Immaculate Conception is still celebrated on the Sunday, with a commemoration of the Second Sunday of Advent. So those of us who attend FSSP parishes will have the feast on Sunday, not Monday.
