Immaculate Conception (Dec. 8) a Holy Day of Obligation in Turkey?

I’m travelling to Istanbul next week and realized that Tuesday is the Feast of the Immaculate Conception.
I’m trying to plan my day and wondering if I’m required to attend Mass that day?
(I’m from the United States, where it is of course a Holy Day of Obligation.)
Any clarification would be appreciated as this will affect my plans for the day.
