I firmly hold, then, and shall hold to my dying breath the belief of the Fathers in the charism of truth, which certainly is, was, and always will be in the succession of the episcopacy from the apostles. The purpose of this is, then, not that dogma may be tailored according to what seems better and more suited to the culture of each age; rather, that the absolute and immutable truth preached by the apostles from the beginning may never be believed to be different, may never be understood in any other way.

No controversial at all. Dogma is about yhings, what are Absolute and immutable: God, the Trinity, the Incarnation, the Mariology.

Earthly things, even ones referring to th eternity like the liturgy are neither absolute nor immutable, so do not belong to above category.

Read this from the council of Florence
DS 701 The sixth sacrament is that of order, the matter of which is that through whose transmission the order is conferred: just as the priesthood is transmitted through the offering of the chalice with wine and of the paten with bread; the diaconate, however, by the giving of the book of the Gospels; but the subdiaconate by the giving of the empty chalice with the empty paten superimposed; and similarly with regard to the others by allotment of things pertaining to their ministry.
 
Now the works of the flesh are obvious: immorality, impurity, licentiousness, idolatry, sorcery, hatreds, rivalry, jealousy, outbursts of fury, acts of selfishness, dissensions, factions, occasions of envy, drinking bouts, orgies, and the like. I warn you, as I warned you before, that those who do such things will not inherit the kingdom of God.
Galatians 5:19-21
Now, I haven’t seen where the Church changes its teachings to say that dissensions and factions are noble and virtuous things.
