Can someone direct me to regulations regarding the imposition of ashes on Ash Wednesday.

What I’m wondering is if there is a proscribed format for the distribution of ashes.

I know that ashes are a sacramental, and thus available to anyone who wishes to avail themselves to them. But must ashes be distributed as part of a mass or prayer service? Are the rules any different if one is at a Shrine (with lots of visiting pilgrims) rather than a parish church?

I believe that they can be distributed in either a Liturgy of the Word or within Mass.
 
In our parish, we have ashes at Mass and at a prayer service. Also, I am able to go out to the nursing homes and to our shut-ins and bring them this sacramental that they have received for so many years. This shows them that they are indeed still part of the community of “the Body of Christ.” Also the health care workers are invited to receive their ashes, where they would otherwise not be able to.
