In Lutheranism everyone is already a saint?

I have heard this several times from Lutherans. Once from a Lutheran pastor. Is this the Lutheran belief among all Lutheran sects? If this is true, isn’t this very close to OSAS? I thought Lutherans don’t believe in OSAS. Thanks.
 
St. Paul sometimes uses the word saint to refer to the faithful in general.

Ephesians 4:12
For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:

Philippians 1:1
*Paul and Timothy, the servants of Jesus Christ; to all the saints in Christ Jesus, who are at Philippi, with the **bishops **and deacons. *(where are the “Bishops” and “Decons” in your Church protestants?)

Philippians 4:21
Salute ye every saint in Christ Jesus.

This type of saint is different from an canonized saint.
