The “heart” is used as a synonym for the seat of emotions of a person.
Ps 14:1 The fool says in his heart, “there is no God.”
This refers to someone making an emotional statement, without using his head, as we would say.
Dt 6:6-7 Take to heart the instructions with which I charge you today. Impress them upon your children… (JPS)
To put something “on” the heart is to take control of one’s emotions and to train them in the way of righteousness, for example. when God’s commandments are laid “on” the heart, then eventually they become “in” the heart – and thus rule the emotions – so that we live and abide with the Lord.
Somewhere else it says that God will write the law (commandments) in the heart of his people – again, to make the emotions obedient to the commands of God.
