In Romans Why did Paul use the psalm of David

why did Paul in his argument that you didn’t need to be circumcised to be a christian use the psalm of No one is Righteous. you may want to break them all down. I am deeply confused by it all for was not Noah a righteous man? I could argue that it was representing David in a state of trouble but it would then ask me: why Did Paul then use it?
 
So, is your question, “Why did Paul say ‘no one is righteous?’”
 
He says something like that in a couple places. You have a citation? Chapter:verse?
 
So, Paul cites a passage about the general sinfulness of the human condition, when talking about how Jew and Gentile alike are sinful and need God, and works of the Mosaic Law do not change the sinfulness of Man.
