In the coolness of evening,
We’ll shelter their dreams,
We will clothe them in mercy and peace.


What does " In the coolness of evening, we’ll shelter their dreams." mean? Is it referring to Genesis 3:8, “When they heard the sound of the LORD God walking about in the garden at the breezy time of the day, the man and his wife hid themselves from the LORD God among the trees of the garden”? But why would the writer reference that verse?

Not being familiar with the poem or the poet, I can’t really say.

I think the writer is trying to say that we will provide a home to the homeless so that they have a place to sleep at night. At least that’s what I think “we’ll shelter their dreams” means.
 
A lot of contemporary hymnwriters… how to put this…

They don’t necessarily care about their Scriptural imagery, or their poetic imagery, or their theology, or how it fits together. They’re not even concerned about whether the song is easy to sing or pronounce. Basically, they just write down a bunch of words and go with it. (They don’t want to make you think. Heck, they don’t want to make themselves think.)

Obviously, this works better in a genre where you can’t make out the lyrics. It doesn’t work well with hymns, because hymns are supposed to tell the truth about God.

For example, unless the songwriter lives in Australia, South America, or Africa, you usually can’t describe Lenten evenings as “cool.” The proper description in most of the Northern Hemisphere is “freezing.”

Ending a line with the word “warmth” is exceptionally cruel to singers, btw. There is literally no good way to sing that word in that position.
