What city did the Church begin in? Why is the Vatican located in Rome? Why is the Vatican not located in Jerusalem?
 
The Church began in Jerusalem on Pentecost. The Church is now headquartered in Rome because that is where St. Peter, named by Christ to head the universal Church, eventually chose to establish his episcopal see.
