From the "Catechism of the Catholic Church":
  "An indulgence is partial or plenary according as it removes either part or all of the temporal punishment due to sin. The faithful can gain indulgences for themselves or apply them to the dead."
 "An indulgence is a remission before God of the temporal punishment due to sins whose guilt has already been forgiven, which the faithful Christian who is duly disposed gains under certain prescribed conditions through the action of the Church, which, as the minister of redemption, dispenses and applies with authority the treasury of the satisfactions of Christ and the saints."

Does this not negate the purpose for purgatory? The claim is that one who is not good enough for heaven needs to go there first for a reason, so that he can be made better and then be qualified for heaven. Why try to avoid what you need? Where is the logic in this?

Because its the duty of the church on earth to help the church suffering (the holy souls in purgatory) via prayers, masses, communions, sacrifices, penances, indulgences etc to hasten their purgation and cleansing of their soul so they can enter heaven sooner than if they were left abandoned with no one helping them

Correct, this is because God’s justice warrant it for the sins committed without doing any penance for it on Earth. But mercy is still the greatest attribute of God. We can see in the Divine Mercy story by St. Faustina that Jesus Christ wants us to pray for the Holy Souls

As Jesus tells us in the prayer for the 8th day Novena of the Divine Mercy:

Today bring to Me THE SOULS WHO ARE DETAINED IN PURGATORY, and immerse them in the abyss of My mercy. Let the torrents of My Blood cool down their scorching flames. All these souls are greatly loved by Me. They are making retribution to My justice. It is in your power to bring them relief. Draw all the indulgences from the treasury of My Church and offer them on their behalf. **Oh, if you only knew the torments they suffer, you would continually offer for them the alms of the spirit and pay off their debt to My justice **(Diary of St. Faustina, 1226).

We should be merciful towards our neighbor, after all we are just also a recipient of God’s mercy
