In faith and morals the Catholic Church is infallible, while in the capacity for error a Catholic Christian is infallible.

I think he means to say that with regard to erring we Catholic Christians are indeed “infallible”, that is, there is not a single one of us that does not err (even though we have a Church who preaches infallibly on faith and morals). It is meant I believe to showcase the irony of the situation we Catholics are in.

I just wanted to show that Mother Church is infallible, while her children are prone to error, in a humorous way.
