Info request on Liberty and Communion

I’m wondering if anyone on the forum has heard of Liberty and Communion as a movement within the Church and what they know about it. Who began it? What was the goal? I’ve heard people refer to it, but when I try to find information on the internet, well, I can’t find information about it on the internet. Anything you know would be helpful.
