If it is in canon law (which it is), and the Church permits it, it is legal in the eyes of God.

If you are seeking to defraud the government, not inform them that you are married, it’s a sin. That would fall under theft. Whether or not the law is a good one, it IS in effect right now.

Why are you so interested in this matter if you are not even in a relationship now?

A law of state (a civil law, a penal law, a social law, a health care law, and an administrative law) can be against the natural moral law, can be against the canon law and can be against the catholic doctrine of morality. Thus, the non respect of this law is a right , and even a moral obligation.

Here, if the church say yes for secret marriage under special conditions, it is not a lie, it is not a sin because there is the protection of marriage. It is a fair lie. The silence is not a lie, when it is for the protection of wonderful well (marriage and his natural rights, life, children…etc) .

There is not even a reason to consider a relationship if I cannot get married. But there’s the future. Who know what might happen. If there’s a possibility.

Also what would be the point in considering a relationship if there’s no potential for marriage? Is that a sin? I don’t know. Some people just go dating for fun.
 
A romantic relationship without an eye to marriage is not in itself sinful, but can only lead to sin, so it has no purpose except as an occasion to sin. (That is to say, it’s not technically sinful, but it is for all practical purposes.)
