Since my last post got deleted without any reason, I would like to know if a Parish Priest can remove the Blessed Sacrament from the main church and convert the church to a auditorium for secular activities (Dancing, shouting etc) at any given moment without the permission of the bishop.
I was reading the CDW documents on removing the Blessed Sacrament ewtn.com/library/Liturgy/zlitur412.htm
It says :

So does that mean the bishop has to grant permission for such conversions of the church?
- When the proposal is made that there should be a concert in a church, the Ordinary is to grant the permission per modum actus. These concerts should be occasional events. This excludes permission for a series of concerts, for example, in the case of a festival or a cycle of concerts.
