Is a penitent bound to the seal of confession?

Isn’t it true that, while it may not be a good idea to do so, a penitent may share any of his confession with anyone he chooses? That is, the seal binds only the priest and anyone who overheard or in some way facilitated (such as through translating) another’s confession. Correct?
