Is a priest a citizen of the Vatican?

When a priest is ordained does he become a citizen of the Vatican?
 
No. He might eventually become a citizen of the Vatican at some point (e.g., if he eventually works in the Vatican for an extended period), but he doesn’t automatically obtain Vatican citizenship upon ordination.
