Is 'alb' compulsory for Eucharistic celebration?

I have heard in many places that a priest require an alb to celebrate the mass even if he is wearing his religious habit, but in India I hardly see a priest (of Latin rite) using it. They say it is because of humidity and the weather conditions of the region. Is it allowed or there is any special dispensation for the priests of the Indian subcontinent?
