Is an annulment always necessary for remarriage after a divorce?

If both spouses are living, is an annulment always necessary after a divorce in order to remarry?
 
Because the Church wants to be certain of the freedom of the man and woman to be married in the Church, the Church wants to look at anything that appears to have been a marriage. This means that any previous marriage, in which both of the divorced spouses are still living, should be placed before a diocesan marriage tribunal for adjudication.
