Can you think of any other reasons that burning the koran in this case is sinful or not sinful?
How about in general where there is no fanfare involved that incites others to violence?

Intentionally giving needless offense is wrong because,
- it is contray to “make every effort to live at peace with all men”.
- it is contray to acting with “gentilness and respect” – 1 Peter 3:15
- he is purposely tempting, inciting others to violence
- his reckless behavior endangers the lives of others needlessly
