Is civil marriage as an impediment to sacramental marriage?

A mexican couple got married in a civil ceremony, rather than just getting a marriage license. The priest who was expected to celebrate the Marriage in the Church, declined to do so on the ground that the couple was already married
Given such presumed impediment a dispensation from the Bishop was requiered priot to perform a “convalidation of the marriage”. Furthermore the priest mantains that the couple cannot receive the Euchrist until the convalidation takes place.
Is this a correct position in the part of the Priest in reference to the issue at hand?

In many Latin American countries the civil matrimony is requiered prior to receiving the Sacrament in the Catholic Church
 
Hi,

I am aware that in many other countries, the civil authorities do not recognize Church weddings. So the man and woman marry civilly and REMAIN APART until they are married in church the next day.

If they have marital relations, then they must have the marriage convalidated and go to Confession before receiving the Eucharist.
The priest is correct.
