Yes, a person may receive reconciliation from any priest he wishes, whether he is in his own diocese or while traveling elsewhere. There are rules surrounding the faculties (i.e., permission) granted to priests to hear confessions but ordinarily there are no rules about which priest a person must choose to approach for confession.
