Is Divine Mercy Sunday a set Church feast?

Is the Second Sunday after Easter Divine Mercy Sunday or simply the Second Sunday after Easter? Is the Feast optional? Are the requirements for the Feast met if your Church does not mention it at all? (nothing in the bulletin, no image anywhere, not a mention of mercy in the homily etc…).
