Is Easter Friday a day of Abstinence?

Today is a Friday - but it is also a part of the Easter Octave - so is it a day of abstinence or not?
 
Can. 1251 Abstinence from meat, or from some other food as determined by the Episcopal Conference, is to be observed on all Fridays,** unless a solemnity should fall on a Friday. **Abstinence and fasting are to be observed on Ash Wednesday and Good Friday.

All the days of the Octave of Easter are considered a solemnity. Therefore the Friday of the Octave of Easter would not be a day of necessary abstinence.

In the USA, outside of the Lenten season, Catholics are permitted to choose another form of penance other than abstinence on Fridays.
