Is failure to make restitution for sin a mortal sin?

If so, are there any exceptions? At what point does it become a mortal sin? Could a person not receive Communion until restitution is made for all sins?

I don’t think so with sins that are venial to begin with… obviously it would be for a confessed mortal sin. I only officially converted to Catholicism a few months ago and I have a whole lifetime of venial sins I couldn’t even begin to remember to confess or make a restitution for, and I’m pretty sure (I hope…) that doesn’t make me in mortal sin. 🤷

An example…you steal $100,000 and repent and confess it.

But then decide to keep it and not return it in some good way…

that would be another grave matter for mortal sin…

but lets say you steal a $1 from a rich person…and then repent …

but later keep the dollar…well that is a another venial sin…
 
No, but failing to even attempt to make restitution is sinful. One must try ones best to make amends, otherwise one would seem to be less than contrite about the first sin.

Any mortal sin needs to be confessed before one receives communion.

Does this apply only to the sin of theft?

best thing is to talk with ones confessor …he can help one know what to do…or not to do.
